Joint degrees normally require a lot of curricular coordination, and my best guess would be that they won’t be willing to go to that extent for someone they haven’t even admitted to their programs yet! There would also be financial issues, which could become very complicated. What I would suggest instead is that you could potentially get two separate degrees, and rather than doing them completely sequentially, you could talk to both programs to see if it would be possible to intertwine the programs in some way. This wouldn’t work at all if either of the programs was a "lockstep" program, which required you to take all of your classes in a particular sequence. However, if both programs were flexible, you could do this. Yes, it would be a little more expensive than most pure "joint" programs, but given that you would be going to two different schools, that is to be expected.
